Medicaid Third-Party Liability Payments

The bill requires third-party payers to reimburse the Department of Health Care Policy and Financing (state department) for healthcare items and services rendered to a Medicaid member regardless of whether prior authorization was obtained.
The bill requires third-party payers to respond to the State Department's inquiry regarding a claim for payment no later than 60 days after receiving the State Department's inquiry. The third-party must respond either by paying the claim or issuing a written denial of the claim to the state department.

Automated Driving System Commercial Motor Vehicle

The bill prohibits using an automated driving system to drive a commercial motor vehicle unless an individual who holds a commercial driver's license is in the vehicle, monitors the vehicle's driving, and intervenes, if necessary, to avoid illegal or unsafe driving. The penalty is $1,000 for a first offense; is $2,000 for a second offense; and doubles for each subsequent offense.

Make Senior Home Tax Valuation Reduction Permanent

The bill extends an existing reduction in the valuation for assessment of qualified-senior primary residence real property (valuation reduction) that applies for only the 2025 and 2026 property tax years so that the valuation reduction is permanent. The bill also makes permanent the existing obligation of the state to annually reimburse local governments that levy property tax for the amount of property tax revenue lost due to the valuation reduction.

Sunset Just Transition Advisory Committee
